  80多辆破损小黄车躺在城管部门停车场,苦等“主人”来接。

  本报4月18日报道了合肥滨湖区很多破损小黄车违法侵占城市绿地一事。记者昨天从合肥滨湖城管获悉,半个多月过去了,涉事共享单车企业仍然没有接受相应处罚,目前仍有80多辆破损的共享单车停放在城管部门停车场。

  破损小黄车滞留城管处

  合肥滨湖城管的执法队员介绍说,4月中旬在巡查时发现,紫云路与广西路交叉口的一处绿化带内藏着近200辆残损小黄车。城管队员经过调查发现,一共享单车企业竟将此处绿化带当做专用“修理厂”,将损坏的共享单车置放于此进行维修,待修好后再将单车投放到其他区域。当时现场约20余平方米的绿化被踏平,一些废弃零件也被扔得到处都是。对此,滨湖城管对该共享单车企业下达了责令整改通知单,但截至4月18日下午自行整改期满后,城管队员在现场发现仍有80多辆单车,随后对该批单车进行了搬离并暂扣。

  5月4日上午,在滨湖城管停车场内,记者看到了被城管部门暂扣的80多辆小黄车。记者发现,这些小黄车全部不能正常骑行,为破损待修状态,其中有的被涂成蓝色,有的二维码标牌被刮花、涂擦甚至拆卸,有的车锁被破坏,有的少轮胎、车座、脚蹬,有的车胎没气,和这些破损单车放在一起的还有大量破损单车配件。

  为了保管好这些车辆,城管队员还用钢丝绳将单车串在一起锁了起来。“这些车已经停放有半个多月了,希望相关企业能正视错误,履行企业责任,尽快接受处理,及时将这些破损单车领走,尽快进行维修再利用,避免资源浪费。”滨湖城管办相关负责人说。

  面对上万元罚款玩遁形

  但是,一直到现在,涉事共享单车企业并没有来领走这些破损单车,而面对处罚,企业负责人也没有露面。

  据滨湖城管介绍,4月下旬,经过多次联系,该共享单车企业一位运营负责人终于来到滨湖城管部门,但一听说要处罚,离开后就再无音信。“由于该共享单车企业擅自占用绿化用地进行维修作业,破坏绿化带,且在城管执法人员前期多次通知其整改的情况下一直不积极主动整改,情节恶劣,应当给予一定处罚。”滨湖城管办相关负责人表示,根据《合肥市城市绿化管理条例》规定,“单位和个人不得擅自占用城市绿化用地。擅自占用城市绿化用地的,责令限期退还、恢复原状,可以并处所占绿地面积每平方米五百元以上一千元以下的罚款;造成损失的,应当负赔偿责任。”

  据介绍,该企业占用20余平方米的绿地,按照这个规定,最少要罚款一万元。

  管理政策空白亟待填补

  对此,记者昨天采访了该共享单车企业。该企业公共关系部门一名赵姓经理告诉记者,企业并非要推卸责任,而是还在与城管部门沟通、协商处理方式。

  如果企业一直不来接受处罚怎么办?记者昨天了解到,一般情况下,城管会联系责任人来到现场,下达处罚告知书,随后再下达处罚决定书。一旦责任人不接受处罚,会申请法院强制执行。但现在责任人不露面,城管部门也很为难。

  有业内人士告诉记者,如果是商铺等违规,相关部门还能采取一些制约方式,但对于共享单车企业,就欠缺相应的制约方式了。因此,政府部门应尽快出台相关政策,对共享单车企业加以引导和监管。(新安晚报)
